A federation of seven states (including Dubai), over 80 per cent of the population are foreign workers. The constitution provides for freedom of religion in accordance with 'established customs'. In practice, these customs restrict this right. Churches generally serve foreign workers. Denominations cannot gain official recognition, although some are given land on which to build a church. There are very few local believers among the Muslim population.
