The constitution guarantees freedom of religion, but citizens are not allowed to convert from the state religion (Islam) to any other religion. Non-Muslims are not allowed to run for government. The Yemeni government allows expatriates some freedom to live out their faith but converts from an Islamic background may face the death penalty if they are discovered.
